Description
German formal language (de_DE_formal) is ok, but the regular language files aren't there - could you check this out please?

Other languages (like ca, pt-pt, es-es) are also missing.
I'm not sure about the others, but at least for ca the branch didn't exist at the time of the creation of the release, but was created later. After that, a string has been updated to make sure the new package was triggered, but it hasn't happened....

It doesn't appear that the German package maintainers have yet released the localised version, so it's expected that a package is not yet available.
At the time of release, 41 locales were ready: as, bg_BG, ckb, de_AT, de_CH_informal, de_DE_formal, en_AU, en_CA, en_GB, en_NZ, en_ZA, eo, es_AR, es_CL, es_CO, es_MX, fa_AF, fi, fr_CA, gl_ES, hr, id_ID, ja, ka_GE, kir, ko_KR, lv, mr, nb_NO, ne_NP, nl_BE, nl_NL, nl_NL_formal, pl_PL, pt_PT_ao90, ro_RO, sk_SK, sw, ug_CN, vi, and zh_TW
It looks like the de_DE team are working on it right now.
Related to this, is #meta2890 which will remove the requirement for some locales (such as de_DE) to manually prepare their locale releases.
