Move libraries from wp-admin/includes to wp-includes

Description

I was looking around for the ftp and zip classes in wp-includes while modifying a plugin. It would be more natural if they were in there. The filesystem class too.

I don't see why they should.

wp-includes is for files that are useful for the front end

wp-admin/includes is for files that are useful for the admin pages.

There is nothing stopping a plugin using something from wp-admin/includes.
