Link option not showing in Cover Block editor

Since updating to WP 6.6.1 client has reported she can no longer update links on her posts that she had added.
She used the link option when editing a Cover Block.

I've rolled back the site in test environment and seen yes, the link option has been removed from the Cover Block toolbar and not shown elsewhere.
Attached a screenshot to make this clear.

She now has hundreds of old posts she can no longer edit the links to and there is no link option - yet the link still exists.

I can only assume this is a bug as cannot fathom why this option would get removed from the toolbar and allow links to be left uneditable.

I have tried to replicate this and found that the link option you have highlighted not available in 6.2.6 and 6.6.1 so could you please confirm with which version of WordPress you are able to access this option.

@narenin I'm so sorry. I've just realised it was a plugin adding this to the block.

How can I remove this ticket please?
