On beta version, header is broken on iPad device

Please include information about which WordPress version is used, which theme and theme version, or if it happens in multiple themes.
What the problem is, where the problem is happening, and what the expected result was.

In beta version 6.7-beta1, I encountered header issues while using the Twenty Twenty-One Version: 2.3 theme.

When I added five or more menus, the header broke. I have a suggestion to improve this: If the header is broken on an iPad, we can add a hamburger menu so that users can easily navigate.

In what way does it break?

Do you mean it breaks because the site title is to the left and the menu is on the right?

Or does it break in a way that prevents the menu items from being used?

When we add all six menu items, the header breaks and aligns to the left. When we add only five menu items, the menu aligns to the right. This seems to be a major design issue.
