Description
In the Full Site Editing theme, when we open the editor and navigate to the navigation section, we do not see any option to add new navigation items unless we duplicate an existing one or add from another location.
If I am not following the proper procedure, please let me know.

Changes to the blocks and the editors are managed in the Gutenberg GitHub repository.
Search to see if the issue has been reported there before opening a new issue.
This is unrelated to the bundled themes, since it affects all themes.

I think this has progressed since this issue was reported, as you can add navigation items. Either that or this use case was about permissions not being able to do that or an issue on the site. In order to move this issue along though for now let's close this out and if it is still something you are experiencing please report as suggested on the GitHub repository.
