Further remove or clarify self-references ("we"/"our") in text in core

There are a few remaining instances of text strings in WordPress which refer to "we" or "our" without identifying who this refers to. Much of the time this is inconsequential, but a few are present on the privacy screens in the admin area. I am proposing some improvements to these strings to improve clarity.

Previously: #46057 which improved more than 60 other text strings in this regard.

Administration: Clarify some references to "we" and "our" in the administration area.

This changes some text to better match the guidelines and recommendations set forth in the make/core handbook, specifically:

the word “we” should be avoided (...) unless its made very clear which group is speaking
