Description
Our main site uses a custom theme with the classic editor.
After upgrading to version 6.7.1, manually applying the default category to a post also applies multiple unrelated terms.
I suspect that the change made to fix bug #62440 (https://core.trac.wordpress.org/ticket/62440) is a contributing factor, because after downgrading to 6.7 the problem no longer occurred.
I've disabled all plugins but that made no difference, so it's not a plugin conflict.
I switched to another theme that uses the classic editor, with the Classic Editor plugin and the problem continued, so I don't believe it is a problem in our custom theme. I've checked the debug and PHP error logs but found nothing relevant.
