Editor issue, publish and save draft buttons not visible for older versions of Firefox (v115 Windows 7)

Description
With the latest version of wordpress users with older browsers can no longer easily publish posts due to a styling issue.
The top image is what my friend sees on their device (Firefox 115, Windows 7)
The buttons are no where to be seen.
The lower image is what I see (Firefox 115, Windows 11). In this one the buttons are visible but there's still clearly an issue with positioning.
Please fix.

WordPress only supports the last two versions of Firefox. Please see the list of browser support on this page: https://make.wordpress.org/core/handbook/best-practices/browser-support/
There are no plans to increase the browser support to older versions.
I would also recommend testing with plugins disabled and with a default theme, to exclude that there is a plugin or theme conflict.
I am going to close this issue, please reply with more information if you are able to reproduce any issues with this functionality on a supported version of Firefox.
