Navigation block doesn't work on mobile

Description

Hamburger menu doesn't open on mobile device. The issue arise in iOS 14 and earlier versions. The issue exists since twentytwenty-two theme.

It seems Interactivity @wordpress/interactivity doesn't supported on older iOS versions.

Clicking hamburger menu throws console error:

Hey @ramizmanked,

I tried reproducing the issue you are facing but was unable to. Could you please list the steps to reproduce the issue? A screencast would also help in understanding the problem.

Support for Safari versions that don't support import maps natively was removed in #60970.

Does it means that support for "old" iOS is definitly dropped?

Yes, latest Navigation block uses [Interactivity API](​https://make.wordpress.org/core/2024/03/04/interactivity-api-dev-note/) and it isn't support on iOS 14 and earlier versions.

I can't believe this choice from WP to ignore user that can't afford a recent device or just choose to maintain older iPhone alive.
