Reverse order of menu items in default theme

Description

When creating a Chinese Traditional wordpress installation and installing the latest woocommerce theme twentytwentyfive I noticed that the order of items in the header menu is reversed. Maybe this is an RTL issue?

Can you please include more information about where this problem occurs and include step-by-step instructions for how to reproduce this issue?
(Also for contributors who do not know traditional Chinese)

Can you reproduce this with other themes?
Can you reproduce it without any plugins active? If not, the problem may be in the plugins.

I am confused also because the person who is placing the navigation block also positions the menu items and chooses the order. Menu items can be moved around using the block options.
