Localized PHP time zone abbreviations

Description

We offer translations for almost all PHP time parameters in core. For days and months (full and short). But not for the time zone abbreviation. In core, we use them on the update-core.php and for the WordPress Events and News widget.

Is it common to translate timezone abbreviations like UTC, CET, or GMT? I've never seen that in German, except maybe for CEST -> MESZ.
