"Browse all" on widgets page stopped working

Description

After update from 6.6.2 to 6.7.1 I have noticed that "browse all" stopped working.

Repro: Appearance -> Widgets -> Click + and Select "Browse all".

"+" menu opens for a few ms and disappears.
