Application Passwords panel disappears when any plugin is active

Environment

• WordPress: 6.8
• PHP: 8.2.16
• Webserver: Apache 2.4
• Database: MariaDB 10.6
• Theme: Twenty Twenty‑Five
• Plugins: *any single plugin reproduces the bug* (tested with Classic Widgets, Akismet, WooCommerce)

Steps to reproduce

1. Fresh WP 6.8 install, theme unchanged.
2. Activate any one plugin.
3. Visit Users → Profile.
4. Scroll to bottom.

Expected result: “Application Passwords” panel is visible.

Actual result: Panel is missing.

Notes

• Disabling the plugin instantly brings the panel back.
• WP_APPLICATION_PASSWORDS_DISABLE is not set.
• Site Health reports “Application Passwords: Available = No” when any plugin active.

• ✅ The "Application Passwords" panel is visible as expected on the user profile page.
