Dashboard Menu Item for Messages - The endless plugin messages in the dash is too much

Description
I have been a wordpress user for many years and in at least the last 7 years the amount of messages that come up on every screen is out of control. Messages to review plugins are endless, I remove them and then the plugin updates and it all starts up again.
The messages are painful when you are trying to edit pages or anything in worpress for that matter. The page in the dash loads slowly with all the messages and it is a time consuming pest.
It would be better if you had one menu under the Dashboard menu that says Dashboard Messages where all these annoying messages can sit. Then one message on the dashboard that says "You have important system message to attend to" with a link to the messages dashboard item.
Either that or you stop plugin developers putting review requests in their plugins. Honestly it is so annoying and it makes me not want to review their plugins and I have seen people leave 1 star reviews on plugins for this exact reason on the review requests all the time.
