Hi @dataline,
When you're running a Block Theme (Such as Twenty Twenty Five) the old management interfaces are disabled in preference for the Site Editor.
In those cases you can find the Menu editor as
Edit Site -> Navigation, orAppearance -> Editor -> Navigation. When running a non-block theme ("classic theme") such as Twenty Twenty, you'll find that the menu exists where you've noted (Appearance -> Menu).
There's a support article available here for how to use the Site Editor Navigation settings:
https://wordpress.org/documentation/article/site-editor-navigation/
Please note: WordPress Trac is for reporting issues in WordPress software itself, for support requests please use the Support Forums where dedicated support volunteers can help assist you.
I'm marking this ticket as invalid, as what you're seeing is not a bug.
