Description

Hello Team,

I have worked on "Quote" block into the "Twenty Twenty Three" theme and found that its "Border" is not aligning properly based on requirement. When we change its text alignment from "Block editor block toolbar" settings to "Align text right" then border alignment not changed based on requirement.

I think that it should be change from left to right for consistency.

Also, when we change its text alignment to "Align text center", Still we can seeing its border into the left end.

[56190] added a left border because it was missing on the front end. #57506 does not mention alignment options, but the changeset did not include any mirroring for RTL languages' text direction.

The default border is likely unexpected the first time anyone creates the block with center or right alignment, but it has been that way for almost two years. The Quote block has the ability to customize border widths how you want them with Twenty Twenty-Three, so changing the theme default is not necessary.

The design for Twenty Twenty-Three https://www.figma.com/community/file/1139275543113752375
does not include different border positions or styles for quotes depending on the block alignment or inner text alignment.

Please do not assume that all themes are intended to look the same, or that something is a bug when it doesn't look the same way as in other themes.
Please discuss it with the theme designer first, who can then provide more information about how the quotes were intended to look.

For now let's remove needs-design as that presumes it needs design and it really needs feedback if this happens or not first.

I left the ticket open earlier, but we seem to agree that changing the default is unnecessary. Let's leave the design decision up to the users themselves.
