Twenty Twenty: Pullquote block border color does not support theme palette

Steps to reproduce the issue :-

1. Activate Twenty Twenty theme.
2. Choose Pullquote block.
3. Add some text.
4. Apply border with color from inspector control.

You can able to see that in editor your applied changes working fine but when you check in front end side border color not changed it is black only.

This issue occurs across multiple themes, like Twenty Twenty, Twenty Eleven etc.

Themes such as Twenty Twenty do not declare border support, but the editor includes controls for theme preset colors with the Pullquote block anyway.
