This first came up from Matt in the core committers channel: https://wordpress.slack.com/archives/C18723MQ8/p1757999549392979
The idea is to run a query that allows someone moderating comments to then view top commentors more readily over doing manual searches.

How are commenters differentiated in this sense? Is it only dealing with authenticated commenters, or just by email (so if there is a comment left from an email before a user account was made, and then another from the created user account subsequently, they should show up as the same grouping?)
