Make "widgets.php" the default 'Design' subpage

Description
The DESIGN tab should default to widgets.php instead of themes.php. Widgets are updated more frequently than the overall theme.
This can be implemented quite easily in /wp-admin/menu.php, LINE 24.

adding to this one, my admin menu plugin (http://semiologic.com/software) has a link to widgets in its next version. (should be released in a week or so, along with the rest of the plugins that I'm updating)

The widgets page is commonly used, which is why it's now prominently linked from the Right Now section of the dashboard.
