Description
https://ru.wordpress.org/wordpress-6.8.3-ru_RU.zip is now responds HTTP 404, while just yesterday I was able to download it
Now it blocks my Docker image build since one of the steps is i18n

Yeah, not relying on it yet :-(
You'll probably be best to use https://ru.wordpress.org/latest-ru_RU.zip
But can't be, since latest and fixed version is not the same. I need fixed version to know for sure that my images remains identical no matter how much time has passed
(I've rebuilt it)

You'll probably be best to use https://ru.wordpress.org/latest-ru_RU.zip going forward if you're hard-coding packages and not relying upon something like Wp-cli to install it.
It looks like the Russian translation team likely deleted the release on accident when packaging the 6.9-RC release.
(I've rebuilt it)
