I think the discussion for the Pages list table belongs on #39666. It has a few different ideas for the direction, but the original request sounds the same.
For the next time you log in to your sites, you could:
- Go to the Pages listing, open Screen Options, increase the items per page, and click Apply.
- Find your front page in the Pages list, click Quick Edit, change the Order value to a negative integer, click Update, and refresh the page.
The Gutenberg Pages listing might adjust the static front page's position to the top, too, whether it makes sense to use this ticket or discuss on the Gutenberg repository. (But if you try to change Order within the Editor right now, 6.9 does not support negative numbers or zero. See GB73820.)
