Upgrade to WordPress core 6.9 from 6.8.3 causes email failure?

Description
Hello, I know this is now a well-known issue that the upgrade to 6.9 has caused some issues with the basic WordPress mail functionality but it is unclear whether this is something you will fix in a future release? Here is a comment from one of my clients:
"The WordPress 6.9.0 release made changes that resulted in your software no longer sending emails to both customers and administrators. We have used this functionality successfully for the last 8 or so years.
The loss of this functionality has caused business disruption to our company and has required our administrators to perform additional tasks using 3rd party email systems to ensure that our customer base communication expectations are met. We are sure that many of your other users have been financially impacted by this degradation in your software.
We expected that your company would have subsequently communicated with your customer base regarding the unannounced loss of functionality delivered in 6.9 but we have received no such communication.
Can you please confirm if you intend to re-enable the email facility in a later release of WordPress and when we should expect to receive that release.

I believe the email issue should be resolved in January's expected 6.9.1 maintenance release, but if you're on a tighter timeline, you can see if the Hotfix plugin fixes it for you: https://wordpress.org/plugins/hotfix/
