seperators not displaying correctly

Theme: Kale (using Kale Child)

All themes, plugins, & wordpress fully up to date

Issue: Separator block is not displaying style or color correctly. Please the attached photos. One show inside the edit where it is displayed fine (as dots with a red color), the other shows the published webpage (just a black line).

Looking for some help to fix this issue. Thank you.
