Bump default theme versions for WordPress 7.0

Bundled themes will need a version bump for the 7.0 release.

As of right now, Twenty Twenty-Two and Twenty Twenty-Three do not have any significant updates to create a package. Those will likely just update 'Tested up to' with 7.0.

For updating version strings, these 4 files have been updated, all on 20260105:

• Twenty Fifteen customize-preview.js
• Twenty Sixteen blocks.css
• Twenty Sixteen editor-blocks.css
• Twenty Sixteen customize-preview.js

Right, but wouldn't it be better to still update all themes to keep their code consistent with the Core repository?

Each packaged theme update would need a changelog entry, and T22 and T23 do not give a compelling reason to update them (either manually or with auto-updates) at this time.

[60158] skipped both T23 and T24 for the 6.8 cycle, and 6.9 skipped T23 again. Earlier, #55810 reverted the version bump for Twenty Ten because it was not updated in the 6.0 cycle.

In addition to the 4 files updated on 20260105, Twenty Twelve had a minor update to editor-blocks.css on 20260324 (renaming Verse block to Poetry).
