Dashboard widgets empty container alignment issue

The empty container for drag and drop dashboard widget having extra margin. which is making mis alignment for 4px with other widgets and spacing from the right. If we remove extra margin then the alignment showing correct.

This issue is introduced in https://core.trac.wordpress.org/ticket/64743. There are some issues also fixed for spacing and alignment on dashboard widgets in https://core.trac.wordpress.org/ticket/64739.

This margin is making alignment issue with other widgets.
Originally this is fixed in ticket #64743, but creating issue after spacing changes for dashboard widgets.

Removing trunk version as this is not going to be shipped with WP 7.0 but in the next releases.
