Change Plugin's review paradigm

Description

The current volume of plugin submissions is reaching unsustainable levels, with plugins remaining the primary vector for site instability and security vulnerabilities. To optimize resource allocation, there could be a paradigm shift from manual pre-review to a community-driven sandbox model:

Sandbox Environment: New plugins are uploaded to an isolated sandbox where users can test functionality without site risk.

Community Validation: Implement a robust voting and evaluation system. Only plugins that reach a specific community threshold proceed to a formal "Special Review" for inclusion in the main repository.

Soft Transition: Immediately transition to a "Not Reviewed" status for new entries, marked with a prominent alert symbol, allowing the review team to reallocate focus toward core security and architecture.

This model shifts the burden of initial vetting to the community while maintaining high standards for the most popular tools.
