Use the selected admin color scheme for the front-end admin bar

Description

The front-end admin bar currently does not use the user's selected admin color scheme. Applying the active admin color scheme to the front-end admin bar would create a more consistent and personalized experience across WordPress.

The attached screenshots demonstrate the difference between the admin area and the front-end admin bar.
