WP 7.0 non-gutenberg CPT edit screens forcing actions in flex out of view

We are noticing this on multiple sites with CPTs that are not set to use the gutenberg editor. Ultimately preventing the 'Update' button from showing.

The entries actions are forced in a flex row that goes off screen.

If I inspect and find this element, I can disable 'display: flex' to all the actions.
