Description
This ticket is for syncing the changes between b5574edc8a952b2f1e528693761a97b1b3b580eb (version 23.5.0 of the Gutenberg plugin) and the 23.6.0 release of the Gutenberg plugin into wordpress-develop, which is the final version that will be included in WordPress 7.1.
