24.0 has not yet been released, but I opened this early to track an intermediate gutenberg.sha bump required before updating the version of Node.js used in both Gutenberg and WP Develop.

This merges all changes from version 23.9.0 through ​https://github.com/wordpress/gutenberg/commit/aa5b9a2664e78829955fb65f5114115899c99e09.
