No way to change comment from spam to not spam without the Akismet plugin activated

Description

In comment moderation, when you mark a comment as spam, there is no way to undo that action without the Akismet plugin activated. No way to see all the comments that you've marked as spam so that you can change it to be 'not spam', like you can in Akismet.

I propose a new menu item under "Manage Comments", after "Approved", that would be similar to the approved view of comments, that would allow you to either approve, not spam (gets moderation status), or delete.

This leaves the question of what to do with this new menu when the Akismet plugin is activated.

I think we can add "Spam" as a comment status in the filter list rather than as a tab.

There is (now) a 'spam' status in the comment moderation page, including the ability to 'approve' a spam comment and thus remove it from the spam.
