I've recently bumped into the very same issue as this:

basically, if you've a widget that is large enough to expand outside of the current widgets column, it gets truncated. this means the save changes and remove buttons are no longer available, and that some of the widgets' options are not available to be changed.

on a separate note, there's also the IE6 (and maybe 7) issue whereby multi-widgets disappear when you click Edit. you need to save the sidebar before you can edit it.

both bugs are present in 2.5 and today's 2.5 branch.
