Description
Trying to load /wp-content/languages/[locale].php directly to determine text direction can generate php warnings, breaking the Gears manifest. Instead, adding all *rtl.css files to the manifest by default. Also there seems to be an orphaned file: /wp-admin/css/upload-rtl.css.
