I don't see that this is a legit issue. It's not enforcing a base at that point because you've found a matching rule for the category, and it's in the single-post rules. Not all possible custom permalink setups allow for all possible combinations.

Suggest this should be wontfix.

But if I set the category base to something and include it in the permalink structure of single posts, shouldn't an URL that has that category base changed result in a 404?
