Upload from computer/Upload from URL must be separated

When using the media uploader, I've seen people be confused by the "Upload from URL" section. I've seen them fill in details into the "from URL" section, upload a file, and wonder why their uploaded file doesn't have this information. "From URL" should probably be its own tab.

+1 for more separation, maybe it's own tab but that might be a bit drastic.

I also think the Gallery tab should be the one selected by default instead of the Upload tab, especially now that we have the multiple-file flash uploader and probably only need the Upload tab once per post, whilst we need the gallery tab once for each image inserted. Putting the Gallery tab first would save hundreds of clicks
But I suppose that's another ticket...

In 2.7-beta3-9841 it doesn't look like you can upload from a URL in Media->Add New anymore. And there seems to me to be good separation in the uploader called from the Write Post section.
