Show when future posts miss schedule

Description

When a future post misses its scheduled time, (it happens due to DB issues, for example), the time is listed as "published x hours y minutes ago". It's misleading as users would think this future post is already published.

Besides, the block of code that handles this logic can be made more straightforward.

Whilst this is a better behaviour, it seems like a bug to me.

Surely, if WP can recognise that a post has missed the scheduled posting time, it should simply post it as soon as the problem has cleared.

I.e.

I couldn't post THEN, but the database is available and I see it is overdue.... I'll post now instead.
