Don't show Quickpress for users without permission

I personally think this is crucial; QuickPress should not be an option to the dashboard, nor should it be default, for users who do not have permission to post on the blog.

You are proposing to ban contributors from submitting content for review with QuickPress? Closing as wontfix, feel free to reopen if there's a good reason for that.

It is an issue, though probably not severe.

The QuickPress box appears for subscriber-level users on the dashboard. It's complete with save draft and publish buttons that don't do anything.

The box shouldn't appear for subscribers.

It's now shown only for those with the edit_posts capability.
