Attached patch updates CSS on login page. Also applies border radius to error messages.

Updated the patch to change laquo to larr in wp-login.php. 8286.2.diff is the patch to commit.

Submitting a new patch -- 8286.3.diff -- that specifies box-shadow for all the browsers that support it; and tweak background of inputs to be slightly lighter than the page background.
