2.7-Miscellaneous Admin UI fixes

There are several areas in the admin UI where font sizes are inconsistent, particularly in the tables used on the Plugins pages, the Categories/Link Categories pages, and others. The stylesheets specify an 11px font size in those tables, but the descriptions are wrapped in paragraph tags, so they are inheriting the overall style rule for paragraphs rather than for the table.

On the Categories/Link Categories pages, the current text colors aren't contrasting enough, along with the italic text, to make it easily readable. Also, the labels don't really stand out very well with the normal font-weight.

There is also an issue with the width of the drop-down action box below the table on those pages.

I've attached screenshots to show the before and after, as well as a patch file which includes the fixes for all of them.

Font sizes, type and color are still not completely finalized.

There is one font-size fix that you didn't include that should go in - it takes care of the issue at the bottom of the profile page with the text to the right of the strength indicator, and any other text in tables/descriptions that is wrapped in a paragraph tag and assigned to the .form-table or #wpbody-content .describe classes:

That font size was already included in the stylesheet (see .form-table td, #wpbody-content .describe td in wp-admin.css), but the same issue applies here as did with the .widefat tables - text wrapped in paragraph tags in the table are inheriting the general rule from the beginning of wp-admin.css and displaying as 12px rather than 11px.
