Change default color of Delete links in tables

Description
People pointed out that the Delete links were the most eye-catching thing on some screens because of the bright red color, especially noticeable on edit.php style screens and Recent Comment module on Dashboard. To avoid this, change Delete links to regular link color as default state, but keep the red hover state.
