View All/Edit links on dashboard modules

Description
Moving the View All links to the headers makes it look like you can view all in the dashboard module rather than going to a separate screen. Should remove View All links from module headers, and place at bottom of modules.
Change Edit links to Configure and align to the right, just left of the arrow section, rather than being pushed up against the module header text.
