Text filters on edit.php and like screens

Description

We talked about moving the text filters (All/Published/Pending/Spam/etc) up to appear to the right of the h2 to maximize vertical space on screens like Edit Posts, Media Library. Can we do this?

That would remove all the "air" around the H2s and probably will make the screen look too "packed", but is the designers' call.

There'll be no saving on vertical space unless the search box is moved down in between the filter dropdowns and the list/excerpt view icons, which would cramp things up and probably leave no room for translations.

I also believe the "add new" button didn't exist beside the H2 when this ticket was created, so it's probably too old to even be relevant anymore. Suggest close as wontfix pending Jane's approval.

Moving the filters up adjacent with the leading H2 will introduce problems with lack of horizontal spacing (especially now the 'Add Whatever' button is there).
