Media Library: Layout issue when there are no files

Description

Viewing the Media Library when there are no files or you have deleted all of the files results in the same issue as in ​ticket 8346. Table layout needs to be removed from /wp-admin/upload.php when there are no files.

Verified that this issue exists in latest rev (9978).
