ASCII quotes to proper quotes

Description

A patch that replaces a few dozen ASCII quotes in 16 files with “curly” quotes.

I am not sure what is the preferred method in WP, character entities or NCRs, so I’m submitting two files, one using entities and one using NCRs.

Numeric entities should be preferred since pages can then be served as application/xhtml+xml without problems.
