Attached patch for edit-comments removes button and imposes a check against moderate-spam. (For 2.7)

Additonal patch for menu.php (trunk and 2.7) to change the capability check for the "comments" menu from edit posts to moderate comments, which is probably more appropriate. ref ​http://wordpress.org/support/topic/227284?replies=4
