wp-admin/index.php screen options: clearly differentiate external vs. internal

Description

Allow me to suggest splitting the wp-admin/index.php "screen options" into two parts with
an horizontal bar (<hr>) between them. One part labeled "External
links" one labeled "Internal links".

That way the user could, at a glance, know which links to turn off to
prevent a mere click of "Dashboard" to cause HTTP requests all over
the Internet if he is not so inclined.

Good luck on this one. Basically, the screen options don't care if it is internal or external, that isn't its purpose, only to allow you to remove it from view based on its title.
