Under Apache 2 activating a plug gives a blank screen

Description

Under Apache/2.0.52, PHP/4.3.10 and MySQL/4.1.10 on Windows XP SP2, when "Activate Plugin" is clicked, a blank page is shown (i.e. no output from script). The plugin is not activated.

lots of people are running on Apache2. We'll need more info to indicate that this is not an error with this specific site/configuration.
