UI elements 'Screen Options' and 'Help' tabs missing when browsing admin pages with Safari

Description

When switching back and forth between different admin pages in Safari, the 'Screen Options' and 'Help' tabs randomly disappear unless you force refresh the page. Tested with Mac OS X (10.5.6) Safari 3.2.1 using using 2.8 r10485
