Need "restore defaults" buttons on all admin screens

Description

Need "restore defaults" buttons on all admin screen items, else once
you change something, there's no way to get it back to whatever the
default was, or find out even, short of a total reinstall. Includes
"screen options" items too.

I think that would be overkill. One 'restore default admin layouts' would be appropriate in the settings where we have all the other admin appearance stuff like color scheme, visual editor, size of post box. Oh wait, those are split between writing settings and profile/personal options. grr. We really need to fix up settings/profile interaction soon.

I think this ticket is overly broad and impossible to address effectively as such. I typically only find "restore defaults" buttons to be useful when you can do things with the settings that are destructive or when the default has a slightly different behavior. Better off evaluating individual cases.
