Syndication feed uses the_excerpt no matter what setting is used in Reading

Description
When you have text entered for the_excerpt, the syndication feed uses that; even if you have the Syndication setting to use "full text" under the Reading area in Settings.

Works for me. content:encoded is present in the feed when full text is selected.
